I remember back in around 2009, I got working Source SDK non-steam, im wondering is it possible to do right now?
Before you say - buy the game, in my current situation it is not possible, just bought this new computer and have no money for games..

Comes with all the tools you need too.

The SDK is being phased out, so if you wish to develop for a game, you must buy the game.

TF2 is free to download and comes with all the SDK tools. However, if you want to use content from another Source game, you need to buy that game on Steam.

I have TF2 and HL2, but I would love to map for CS:S

Then get CS:S. How would you even play your maps or test them without the game?

Save up some money and get what games you want to develop for, Valve has made a step forward to allow people to develop for free games such as TF2 so its now even easier and cheaper than before.
We are not stopping you from using non-steam, but neither are we offering help to any problems that will arise so its your choice really.
