With my cursed english knowledge, i searched some maps for func_detail and info_texlights. Also i tried to make it myself, but i failed. And as you tought i'm a baka.

If you have any example maps for these entities give me a link. Probably i missed or i did wrong something about them.

Well i'm kinda getting annoying to myself 'cause i can't do anything without help :) But,

Make sure you have zhlt.fgd mounted:

You'll also need an extra .wad file "zhlt.wad" to use some of the features ZHLT/VHLT offers.
And, just in case, what compilers do you use?

i'm using Vluzacn's ZHLT v33 and i already mounted zhlt.wad and zhlt.fgd files.

info_texthilghts and adding some values to lights.rad isn't same thing?

Texlights specified in the lights.rad file are the same for every map you compile.

Info_texlights allows to specify texlights individually for each map.

Light_surface is even more advanced, but you have to use separate light_surfaces for each texture you want to emit light.

I recommend you to use light_surface since it's more flexible.
