I think you need to treat a sprite as you would a transparent brush entity.

Shakespeare is not at all nerdy. He has coined many of the phrases commonly known today, for one example, I'll show the Modern translation:

The anonymous posts may be a little of all of us. We may all create this character to spite those we dislike, and we all contribute to his destructive ways. the anonymous could be as unreal as Big Brother in George Orwell's classic "1984", created by us so that we have an excuse to complain, and a mask to hide under. If we can stop, we can stop him.
The old TWHL layout was similar to what you described. A glimse of the past also, and how it may come back to haunt us in the future? We might be in for some major changes. Don't give up the good fight.

I do not think randomness is very possible in Hammer.
Why not just make a texture of the power meter bobbing up and down? You could read atom's tutorial on custom textures to get started, although I personally do not know how to make animated textures.
Other than that, I see no other way exept for making a path so odd that it seems random. Thats how most people do it.
