Getting a better PSU means the following:
  • More stable voltage ratings (on idle and under load)
  • Higher amps per voltage rail (possibly the MOST IMPORTANT THING TO KNOW)
  • Longer lifetime
  • Higher efficiency rating which means the watts you're told are the watts that are actually there
Look on the side of your current PSU. There should be a sticker with some voltage ratings.

Under the 12V rail, there should be a number of amps. How many amps does it say? This is the sole determinant in if you can upgrade your video card without needing a new power supply.

If the amps are high enough, you're fine. If not, you putting a new card in could mean blue screening, system failure, or shutting down under any type of video load.

Also, as per video ram needed: What resolution do you plan on running at? More video ram simply means higher resolution of textures / monitor resolution, honestly. The higher you go, the higher the resolution capable.

Going on Soup's idea:

Even if we start catering to other crowds, whom may already exist here, what really makes it different from the current TWHL?

Everything that can be / wants to be discussed is already happening. There's threads here that encompass pretty much everything.

You say that we need sections for different stuff like this? What makes you think that opening sections will bring in more people?

The threads we have, as of now, are sufficient enough as they are. There is nothing about topical threads that screams "hey, this would be cool if I could start a NEW thread about this subject, and put it in this subject's section!"

What we really need to do is focus on what we have, and what we could reasonably have.

We have:
  • A community made up of about 40 active members
  • Goldsource and Source tutorials
  • A shit ton of maps for said engines
What we can reasonably have:
  • A new name (still don't see a point)
  • A new domain (all for it)
  • New Webdesign
  • new hosting (necessary)
  • More tutorials
The most important point is the last point. Tutorials. Or not even that: just content.
Given we get actual content for other things we wish to do, then we start branching that way. You can't "build it and hope they come". This isn't fucking Woodstock.

Start a motion towards different content, and then we can move that way. I don't think discussing what we could encompass will accomplish anything. Start showing genuine discussion and interest to other things, and then we can even think about adding more.

my gpu goes up to 130 degrees when i play bionic commando rearmed, unless i underclock my 9800 gts to the lowest possible clock speeds.. it never shuts off no matter how hot it gets =(

Sounds like you potentially killed the CPU with overheating.

Take it all apart. Take a look at the CPU. If there's anything noticeably wrong with it, then that's the culprit.

If it looks fine: Take the CPU out and reseat it. After that, make sure you install the CPU cooler properly this time around, because apparently you didn't the first time.

Also, before you put the cooler back on, make sure you completely get off the old thermal paste and put on a new layer. I'd use an old, clean, t-shirt or clean rag to get it off.
Make sure the new layer is fairly thin. DO NO goop it on there.

EDIT: Apparently you tried the old CPU and I glazed over that. You probably fried the motherboard. Have any friends / old parts with the same socket as your current CPUs?

If not, take your computer apart except for the CPU and a stick of memory. Try to use it. Doesn't work? Try another stick of memory, etc. Go through all your parts to see if it still doesn't work.

If in the end it doesn't work, it's probably the motherboard.

As for scope, theoretically, the site would still focus mainly on the creation of maps for any engine that provides a map editor of some sort. We wouldn't try to compete with a site like ModDB (which is mainly for mods), it would be more like the same style of site content, and so on.
Then it's settled. Map Vault it is.
