I have created my room and I can make the camera track a set of path corners BUT it tracks the path from a static view. how can I make a camera move along a specified path I create??

First read the tutorial provided on this site. Then, if you still can't figure it out, say so.

I have read the tutorials

I did the path_corners, the train, the cam, the trigger and the multi manager, BUT the camera is static in the top corner of the room and just pans/tracks the path I did.

what could I have done wrong??

You are using path_corners for the cameras path right? Not the path tool?
