in hl if i shot at anything,wall,monster if while i am shooting i press RMB sec fire and release LMB i observe that the gun keeps shooting,without consuming ammo and wherever i move the ray keeps pointing in the same place,but doesn't do any damage,is this a bug or is it something usefull?

I would say Valve got lazy and planned to make it do something but scrapped it at the end. It's pretty useless but I love to use it to pin other guys down in multiplayer while I go get a bigger gun!!! 
They don't realise I am using alt fire and won't go near the beam! Ha Ha!

Also notice that it plays a different animation when you hold the alternate fire button down.

Yeah,i think that they got lazy,and probably gearbox software used part of the unfinished gulon to make the barnacle weapon,iyou know when you hold RMB and the toung stiks to its former posision
