Does anyone know a way to add chat commands to a source map? Like for example if the player says "-heal" then give the player 100hp

You need a server mod for that. I don't think you can do that in a map.

I think a map can setup an alias that may work if you type in a command in the console. Depends on cheats too I think and I've only managed to do this once so I don't know about anything working other that equipping a player with weapons.
