How do i take a weapon from another mod (with it's permission) and put it in my mod?
Please don't respond by saying that the mod would say no, because that is not my question...

when you DL weaopons mods... or weapons usally you'd put it in one of the weapon files in your directories....

THEN......you'd Open it in the Options in your World Craft or Hammer.

you should open you pak in there...

Like the Textures and models....

If the weapon has code - its not that easy, if its just a replacement model, then just put it in the proper place.

can someone give me a step by step on this, or a link to a webpage that has it?

Do you want a new weapon or a replacement model, which one?

Taken from another mod, but put as another weapon in my mod, so it is not replacement.
But I also want a new catigory in the weapon selection menu to select it from.
After that can you tell me what are all the files I should inculde in the mod's folder (how do I organize all the things that go with the weapon, and where).

You're gunna have to code for this.
