DLL or Dynamic Link Library is a file, not a program. In fact, most of the things you've requested here are files.
I'm not entirely sure what you want here...
Do you want to map for Counter-Strike? Or do you want extra content?

Yeah, most of the files you've described are necessary for the core game to run - You should already have them. If you want to look at sprites or something for CS, you should get [url=http://rabidmonkey777.bluewolf72.com/files/gcfscape.zip]GCFScape[/ur] to open the GCF files CS uses to store files, if you've got Steam.

Uhm, I don't think you want to replace your .SOs. In fact, I'm under the impression that they're a rough NIX equivalent to DLLs. LMP, not the faintest, maybe LAMP (Linux Apache MySQL PHP).

I think you should stop asking for completely random things.
