Custom Maps and decals

Ok, heres the scoop, I made a map for our clan server, people like it its called AWP_XTC , anyways, there are decals throughout it that have our logo on it and Im the only one who can see them. The files are on the server but I dont think people's games are downloading them, is there a way to make sure they get the files?

I know about those commands, but I think those are automatically set to 1, cause how would Mani be able to download otherwise?
