Well It's obviously some kind of lighting bug. Try compiling the light in different way, i.e.: try doing hdr, extra, or final parameters for rad, maybe try changing the lightmap size of those faces, and if that doesn't work try changing the material to see if that's the problem. Trial and Error.
It could also be due to rad crashing, I've had rad crash before and create such weird bugs.

I'm still having the issue, and I even tried turning the brushes affected to func_detail, but it still won't stop. And it only served to make the lighting uglier...

I bet skals is right it's a lightmap thing, but man idk, don't think i've ever had lighting bugs like this. compile log clean?

If none of the things I said worked, then it's probably your compile process messing up, breaking half way etc. If rad worked correctly, it would not make these problems appear, I've had this before when I don't compile rad properly (like I said before) so maybe you need to fiddle around with rad, try either increasing, or decreasing rad settings. Putting the settings higher may make the lighting look good, or putting them lower might stop your rad from crashing and making this error.
Or maybe, the problem is only in your computer, since you're playing cs:go at very low settings, I don't know, could be.

I found turning off HDR made them disappear, and trying to use cubemaps with HDR didn't do anything. :|

Well good you found out what was happening. I still have yet to compile a map in hdr for csgo...

I found a solution! All listen up for future reference!

It turns out that it was the sunspreadangle! I raised it from 2 to 3 and the problem pretty well cleared out!
