I downloaded the undergroundFacility bsp, put it in half-life/valve/maps, and ran "c:sierrahalf-lifehl.exe +map undergroundFacility.

The map loaded but I did not get the HEV suit on the train.

Something I'm doing wrong?

I doubt it was something you did, but I can't remember getting mine nor needing one. Happens when you get items on moving brush entities.

When you started the map, did you move right away?

nvm, I know the problem. I tried to make it not go on me and I did. When I kept the console on right after I spawned, I didn't have the suit when I exited it. Keep trying, and don't press anything after you start the game.

Since you have a WON build, just run the game with c:sierrahalf-lifehl.exe +map undergroundFacility +sv_cheats 1 . Once it loads the map, open the console and type give item_suit and it will spawn a suit.

Tried it several times without moving, no console, etc., and I don't get the HEV suit.

Works okay with console "give item_suit."

Not sure what you mean by "WON build," RM. I do have steam but haven't found a way to play SP games using the steam interface.

Is there a way to play SP games through steam?

Not that I know of. I use off-steam HL too for SP maps.

Appreciate the comments. I'm a beginning mapper and I'm concerned that a map that seems to work on my machine and configuration won't play for others.

Yeah, you can play SP HL with Steam. Just start HL, then hit the normal console key (the one just below Esc, normally) and hey presto. Read the "Running a .BSP" tutorial for more info.

On the contrary, maps made with non-steam may not work ON steam, which is the mainstream platform for HL at the moment.
