My computer sucks and I always use low detail, because of your comment I tried it on a higher deatil setting. My original average framerate was 4.05 fps. After increasing the detail to medium it dropped to 0.90 fps, therefore proving your comment to be false. (It didn't run at all on high detail)

I have the same problem on my PC with all movable objects (including in-game) in HL2, they look bright then look normal when they are moving or you hit them, floating objects flash bright and then dark as they bob up and down in the water. I thought it was just my PC as it has a crappy graphics card (only 64 megs) and the game lags really bad. I would advise you to update your hardware/drivers unless someone with a fast PC has the same problem...
I don't think your map - crappy or not - is the problem.

Yeah I know, I actually had to cut out a piece from above the door and make it func_illusionary so you can walk through it, lol. I'll put a screenshot up now. Also, my favroite bits are the warning stripes on and around the staircase and around the ladder (warning stripes are cool).
