Pros:
+ Detail wise it's great on the bridge part; + Weapon placement is fine.
Cons:
- Performance is a bit low on some areas (got 87 fps lowest); - Found a part where you get stuck on a window after breaking it (consider clipping it maybe):

The map could use a bit more decal-like textures, especially on the main building walls outside to remove the tiling effect;
Consider adding an underpassage of some sort below the bridge, maybe?

Yeah, just map it like you would do if it was a part of the map, then keep only the part you want as the skybox and save it as another .rmf/.jmf. Compile it with at least one light or one info_player_start/deathmatch anywhere in the map, and lastly open it with Crafty/Object Viewer and export it as .obj. From that you can import it in whatever modeling program you use, fix all the stuff you want to fix or add and compile it.
Just keep in mind that the .obj will be rotated 90° in the modeling program, and you should pay attention to the model's origin placement in the map so that it receives light, otherwise it'll be pitch black.
When you say that JACK, TB and Hammer can be used, you mean that we can use the standard GoldSRC configuration to map for it? Because JACK supports Quake 3 mapping which has some differences like the way you can manipulate the UV map to round a texture on a curved plane, something that the GoldSRC configuration doesn't have (unless it can be added/hacked in it).
I'd personally go on my Steam account, block and remove him from my friends' list if I was you, to be honest. This is definitely not friendship at all. Always remember than only you are in control of your life, not him. The only thing we can control is ourselves, not the others, so he just can't do that, if he can then that means that you're letting him do it.

No I meant 1024. Like, they have to be shared by both sides, making the max 512x512 to be equally long. Or 768x256, etc... Basically the sum of both sides doesn't have to exceed 1024 pixels.

Fair enough.
I have this kind of rule though: The more you spend, the less you spend. Which means that if you spend more now, you'll have to spend less in the future to keep up with the requirements each game and program has (it lasts more basically). But as of now, wether this will be his first PC or not, it's still a really good piece of equipment and if I was him I would be undoubtedly happy to have it as my first PC.
Oh and, I do agree with Pengiunboy about replacing the GTX 1060 with a GTX 1660 which is almost as good as a GTX 1070 and it has 6GB of VRAM.

Looks pretty solid. What about hard drives/SSDs, monitor, keyboard and mouse? A good monitor and a fast storage are important nowadays. Consider Intel Optane and M.2 SSDs since that mobo has two M.2 slots.

Well, I don't know since I ain't made it. The guy behind the mod is called Andreas "ruMpel" Rönnberg and he made all the custom content. The only things I've done there are new textures and maps (though I'm not in the original mod development in any way).

All in all it's a pretty cool map Archio. Bravo.Compile it with at least one light or one info_player_start/deathmatch anywhere in the map, and lastly open it with Crafty/Object Viewer and export it as .obj. Also don't get a 120Hz, get a 144Hz instead since the price tag is literally the same if not lower (and the choice is better).
