ping -a [m]IP[/m] in a command prompt will usually give you a recognisable country in the address returned.

VFAPI plugin? I use DVD2AVI more than anything else myself, but I haven't been able to do much useful because of it breaking the AR and audio synchronisation.

Well, you could slow down light in a very dense (but pure, otherwise the image wouldn't be discernable) material. Either that or re-encode it. There're probably better ways, but I don't know of 'em, really... I'd imagine some players could compensate, or you could remove the audio and re-dub it, fiddle with the timing, trial and error.

Get him to try removing them entirely and see if the POST beep code changes. Either way, then put one back in and see if it boots ? try each stick individually. A minute's work when you have the case open and are only booting to that point.

Try removing and replacing (putting back in, not returning to the shop) the memory sticks. I can't find POST codes for that motherboard anywhere. Surely it came with a manual?

Check the memory's well-seated. Try taking it out and putting it back in again. Check the motherboard manual if you have it; if not, at least give us the name of the motherboard so we can look up the POST code.

I've never found anything other than the good ol' WON-style liblist.gam necessary for a mod to appear on the Games list. You're putting the mod directories in accountSteamAppshalf-life (assuming they're HL1 mods) right?

Look at Introversion. I bought half of their first released game (Uplink), and now look: a few years later, Darwinia's being publicised by VALVe themselves. Introversion consisted of about four people when they released their first game, as far as I know.

Hold on a minute, why is this in the Source engine forum? You're not trying to make Source maps with Hammer 3.x and ZHLT, are you?

You must use the Source SDK, found on the Steam Games list, to map for Source.
