If sky boxes are a bad idea then what should i do when i have multiple buildings at different hights i cant just put a roof over it because there are places where its just a fence then void.... know what i mean?

another questions instead of hollowing should i just build individual walls?

Yes. Just don't ever hollow a box around surround the level. Build the sky as walls and a ceiling touching the buildings.

any wall i make is a seperate brush. NEVER carve.
