I'm sure some of you have seen this but i want to know exactly if anyone knows what this is about? I've heard some things that its about HL3 and some weird other stuff about 2012. So does anyone really know what this is about?

Well, according to the little bit of what I read so far, it smacks to me of some kind of weird Hollywood viral campaign for some upcoming movie, but I might be wrong. It could also be for some game or both. Apparently it has to do with this strange site: http://babel-research.eu/

Considering all the HL2 sounds (medkit, Metrocop reports, C17 soundfiles) I think It's just a fan thing, perhaps they're going to pitch it to valve. I'm sure that tower was supposed to be a citadel. I think I heard some LOST music, so that was also definetly inspiration. (Plus it cements one of my pseudo-theories that Richard Alpert is G-man's son :D)

No, there's too much new stuff, like the Computer Brain Interface thing and the box. I think we'll have to wait for a bit until a sequel comes out just to be sure, though.

Yeah, it's definitely a fan video. The production values are too cheap (talking props, not necessarily cgi) and all the sound is basically stolen. It's impressive, don't get me wrong, but nothing more than a very detailed fan service.
