Since the key word here is "investment", which implies the idea of making some money by recuperating your initial gaming investments along with some profit (hopefully), then my choice would the iPhone SDK. Let's face it, there is a whole lot of people out there making tons of money developing for the iPhone! There's also some 3rd party developer kits that offer easier and more powerful SDK's. http://developer.apple.com/iPhone/program/
