Is it possible to have a latch that is openable on the top of a moving elevator. Thanks.

Nope, unless you use spirit. (movewith.) You cannot combine entity types in normal editing, so you can't have a func_rotating or whatever on a func_plat or func_train.

It is possible. You can fake it pretty easily.
Depends on what exactyl you want.
You can create a latch is only openable while the elevator is not moving.
If you want it to be openable all the time, you'll need spirit, as rabidmonkey777 said before.

You can create a latch is only openable while the elevator is not moving.
Expanding on what Hazardous! said, You could have a func_rotating that is invisible to start up at the top, then when the elevator gets to the top/bottom it triggers an env_render that makes the fake latch invisible and makes the rotating one visible.
