Do the textures outside of the level (that never get seen because in the black stuff) get seen by the computers? So would having textures on them matter?

I dont think so.... As far as i know the tetures on the "outside" of the level and in-between brushes dont even exist after a full compile, unless your compile dies half-way through due to leaks, of course

exterior faces are discarded for rendering, but still count towards face/plane count until you use an extra tool to remove them

not null, the plane count reducer tool (opt_plns) that comes with the XP-Cagey modifications to Zoners, version p10. All it does is discard external planes/faces to reduce map size.
