They are competitions, but smaller. (:P)
Winning a mini-compo doesn't give you an official TWHL award, to win a TWHL award you will need to enter a normal competition

Since the admins usually need 3-6 months thinking up and judging compos, the community make their own unofficial compos so we don't have to wait so god-damn longLOLOLOLOL>!!1

There's one current one I know about in the Site Comments and Suggestions Forum. There isn't any set place for minicompos.
Anybody can make a minicompo by created a thread and listing the rules and conditions of it. It's completely unofficial.
