Okay, I know a LOT of people make their own models (MDL) files for stuff... Helicopters, Tanks, etc.
However, I have NO IDEA how to get started.

I thought I might be able to do it with MILKSHAPE_3D... but I have no clue how to use the program.

At first, I wanted to make a CAR model using just HAMMER, but I soon found out all the TEXTURES are messed up if I move it around, and I need a MODEL which will always have the same textures in the same location no matter how I miove/rotate my object.

Could someone please tell me the correct program to make such models for COUNTER STRIKE / HELF-LIFE... and if I'm correct to use MS3D.

I think I could solve this whole problem by telling you to just use texture lock in Hammer. It's quite a handy feature. Turn it on and all the textures stay in the same place when you move brushes around. Look to the third to last icon in the top toolbar (officially called the "map operations toolbar") to find it.

Of course, you could learn to model if you really want to do it that way, but it's completely avoidable. Most maps don't use any prop models, although I suppose it's more common these days.

And if you wish to model, i'd suggest using blender. Wikipedia has a VERY good tutorial and it only takes just a couple hours to learn.
Of course it takes a few weeks to get decent at it but still.

I'm not sure what to say here, though I've heard good things about Blender and it may be worth trying.

Look at the tutorials around here as well - there's some quite good modelling tuts.

Milkshape is primarily (at least, in my opinion) used to tweak existing HL models so that they can only play certain animations. I have primarily just used Milkshape for these things:
-A scientist with just the idle animation, glasses
-A scientist with just the idle animation, einstein
-A scientist with the "sitting down hitting buttons" animation, slick
-A skeleton with only the "sitting" position.

Etc.
