I've got func_breakable block and i selected option 'Break on grenade touch >> Yes', but when in-game, I throw a grenade at that block and it doesn't break. Am I doing something wrong?

I think the "break on touch" flag means when the PLAYER touches it. I'm not sure if what you're trying to do is even possible.

It should only brake when the player or monsters (I made one with headcrab falling through window)touches them.

That must be some new FGD because i don't ever remember that option.
Try slanting the window a bit so the grenade gives some sort of -Z force on the window.

Make a thin trigger_once in front of the window that targets the glass to break. In the flags, you can disable player and npc touch, but enable everything else. When a grenade hits the trigger, it will appear to break through the window seamlessly.
