Google HLDS, download the latest version of Half Life Dedicated Server and start that bad boy up. If you have a firewall open up your ports.

That file should have already came with half-life... You should check the directory.. it should be there..

But if you use Steam's server you have to run Steam 24/7. Just use HLDS so you don't need to run Steam.
