How would I go about making a cut scene in HL2. It looks like is is a hard process. Does anyone know?

Not really, depends really on the style you're after...
If you have the scene sorted aka two people talking or somethung but it works only in player view then you need to start by using player viewcontrol and make it follow paths. I can't really go into detail right now.
