I think someone around here made a program to show the colour - although Im not sure though.
I think you can do that in Hammer anyway, just place a point light entity and then change the colour in the palette. Go back to properties view and it will show the colour you chose in the above text format.

but in hammer only have 3 colour R G B (red green blue). in client scheme.res have 4 colour..

The first 3 numbers are RGB values, the 4th one might stand for transparency, or something like that. Experiment and you'll find out.

The fourth number is brightness... I think. It is for ZHLT's lighting file, somthing like:
255 255 255 10000
R G B Brightness
255 255 255 10000
R G B Brightness
