what is the closest you can get to the scale between the real world, and half-life 2 episode 2. I've seen other comments other places, saying that there is no exact scale. But there must be, it might just have alot of decimal numbers. PLEASE HELP ME! Or make a qualified guess. :D

The standard gauge is the most widely used rail gauge. It's 1.435 metres. I suggest you find out the rail gauge in Source units on the railways in City 17 and do the maths.

No problem. It should be noted that some Eastern European countries (City 17 is located "somewhere in Eastern Europe") use the Russian gauge, which is 1.520 metres, so this method isn't perfect.

1 cm in real life is equal to 3,75 units in hammer.

uhhh... no....
if that was the case, a 128 unit high wall would be 34cm high.
it's ALMOST 1 unit = 1 inch. but it's really not.
