I got minecraft. However, when I try to connect to a server, it says "Failed to connect to the server. Connection timed out: connect" Is this because the server doesn't work, or is it because I can't connect?

Well it's pretty clear that you can't connect, what is not as clear is the cause of that.

"Connection timed out" generally means your computer got tired of waiting for a reply. But there are many possible reasons for a reply not to arrive. I'd ask in the minecraft forums instead (if there are any), they'll probably know more.
