Re-install? Re-format?
Try it in that order.

Windows XP Service pack 2 has the capability to create these sorts of things. Try turning off the windows firewall that often runs in the background without the administrator's knowledge.

More info...
What happens when you go on-line and click Steam??
Anything?

And I am guessing that you have read this?
Cant Connect

Did you delete your clientregistry.blob?

I just click steam.exe it goes to steam's update progress does nothing and just says "cannot contact the steam network, try again later".
Yeh ive read "cant connect" twice. What suppose to happen when you delete your clientregiserty.blob? Ive deleted it before and it says "steam needs to connect to the network to create another registery" but I still cant connect.

I'm having exactly the same problem. I can't personally rule out my firewall, because its UI is kindy sucky (i.e. invisible) right now.

Don't ever turn your firewall off in this day and age.
