City 17 is somewhere in east europe, so isn't it strange that somehow those sci's and even barney are there? why the fuck should they go there from black mesa which i think was somewhere in north america. Why didn't they go somewhere else?
And one more thing.. Remember that black mesa east? am i getting that right is that just another black mesa to the east from the original one? or it's a part of the original one, but it couldn't be a part of the original one because it's far far away from there...
so what do you think?

SpaG: According to various clues within the game, and the HL Saga Site, the population of Earth has been reduced to living within large settlements (City 15, 16, 17 and so on). Other clues show the Combine overhaul of the Earth in various places (there's a newspaper clipping, I think in Kliener's lab showing the UN building being destroyed).

Black Mesa East is just a nickname, I suppose - The actual facility seems to be some sort of an old military bunker. Probably had nothing to do with the actual BM.

1. City 17 is in Eastern Asia, explaning the weird russian looking writing on signs and the architecture.
2. Black Mesa East is called that because its the new Black Mesa, but its in the east (Asia, east of the middle line thingy in the world that goes through Greenwich).

1: more exactly it is near the polish/german border, seeing as Nova Prospekt has been pointed out to be a polish name. and since you have that body of water north of there(highway 17) it further proves that city 17 is there. im betting it was once either Berlin or some other big city near there. and Barney, Kliener, ETC moved there because it is breens head quaters and they are trying to get rid of breen and the combine.

Its the Eastern European "Scene" - ie: Architecture, Cyrillic names & letters etc.

I think it was chosen because its one of those places that you westerners are ignorant towards, and therefore, will not object and criticise every little inconsistency in the architecture and locales.

Simply put - Its a more interesting place. ;)

people can see the Gman, as illustrated through the bonoculars when looking on the new little odessa base. and barney didn't know, the gman just placed him there so barney would be there to save him from Nova Prospekt

Oh, and some offtopicism: System Shock 2 (a great game btw) also has a place called the Citadel. I'm there now - and I get genuinely frightened by that game. Now where did I leave those Med Hypos...
