I downloaded a map from the vault marked with a "DM" icon.
I have steam... WHERE do I put the bsp sp I can load it?

I placed KasperG's map in that directory, and unfortunately I cannot load the map when I create a new server.
Only the standard Deathmatch Classic maps are being shown in the drop-down list

Deathmatch Classic? You mean the normal deathmatch maps or are you actually trying to use Deathmatch Classic to play the maps?

HL's deathmatch is actually in HL... Deathmatch Classic is totally different

It might of unzipped the map in a folder in the maps section. If so then just move the map in the maps section, taking it out of the folder it was in.
