any way i coud use minimum light levels on func_water? or a light spot in water for like a lonely pool at a hotel at night only like 1 light shining on the water?

Use the spot light entity and then place an info_null(name it) just above your water. In the light properties target the info_null.

You could use a point light, s'faraz I know.
