Okay. Is there any way to adjust the amount of energy/health the HEV Suit and Health chargers can administer to the player?

Plain and simple question.

I don't know whether there's a way for Half-Life mapping, but for HL2DM mapping, you can specify (via a flag of the entity) whether it's a Citadel supercharger or a Kleiner Lab regular charger.

That's what I was going to suggest. The skill.cfg file let's you modify those values for each of the three difficulty levels.

Wouldn't this affect the entire game though (or at least that one difficulty level), though?

Also, I assume there is also no conventional way to adjust the amount of ammunition in a weapon (either an entity or a weapon dropped by an enemy)?

Yes. You can't distribute the skill.cfg with a map. It'd have to be part of a mod.

To change those other things you mention, I think you need to modify the code, and for this you would also need a new mod format.

Not through maps you download through the Steam client. If it did, it would overwrite your current skill.cfg and you would have to delete it again to play with normal skill.cfg file.
