First you need to host the image at an external site, then use the correct BBCode image tags to insert it into the forums. You can find this and a couple other useful codes by clicking the little "[?]" Next to the emoticons.
If you're looking to post it in the Map Vault though, you can put a small image up at the top near its description.
About the soundtrack though... I don't see why not. Nobody cares about bullshit copyright infringement for this kind of usage anyway.
P.S. please, PLEASE don't go and post a 1280x1024 image here. If it's going to be wider than 640 pixels, just link to it instead. It stretches the forums.

It's a mod though not too long.. soon I'll upload it
