I get this sometimes on maps when i have only test spawns, or 1 t, 1 ct, and 1 info_player_gordon(even though it's not needed), so i'm guessing it's related to spawns; i never get glitch when there are the normal 32 spawnpoints present.

Are those checkerboards appearing on the wall? Those are usually black and pink!
I don't know for sure, but it seems to me that that wall has a specular shine to it. If you haven't already, try building your cubemaps and see if that fixes it.

I don't know anything about CS:GO mapping but try compiling with HDR and of course build your cubemaps.

What scale are those textures set to? They look really low quality like you've set them to 1.00 as you would with GoldSource.
