Can Valve Hammer Editor 3.5 only make maps to Half-Life and HL's mods... or can it example make maps to Quake 3?

You could probably make Quake 2 maps, or Quake. Doubt QIII.

Quake 3 uses Qradiant and/or other programs, afaik.

why you would even want to map for quake in hammer is beyond me...

.map files is text files, so they could be just about anything. D2 uses .map files to configure characters.

If you want to map for Quake 2, use Quark (it will be easier).
To map for Quake3/Jedi Knight, you need the Radiant. (QeRadiant or JKRadiant)

You cannot map for Quake AT ALL with Hammer.
