In the beginning of HL2 there's a strider going past the combine fortification or in the Lab when Dr. Kleiner is typing, or even the gas coming out of the pipes, there's a refraction effect. I love that! My question is, that how can I do such effects in source SDK? Is it a kind of texture?

I'm not sure.
Its probably a special entity, but there are textures of it.

You don't seem to, because VGA is an old graphics standard supporting maximum resolution of 640x480 pixels. ;)

Those are performed by shaders...

I don't think any 'regular' textures have shaders on them.

There is an entity that provides a little heatwave effect if that's what you want, I can't recall it's name.
