You need a server with PHP enabled, and you must have an FTP account on your server which can use the chmod command.

Ive done it was easy, i guess the twhl shoutbox is an edited version of the one i have jus installed which uses the user session variable as the 'name' feild, im jus editing mine to use the same function.
