Notice that I did not include any .WAD file corresponding to the game. Drag the _decals.bsp file into the maps folder of the desired game and their respective decals will be shown when you run the map (run on Singleplayer mode).

It is helpful. You can open it and replace the light_env properties or RAD compiler properties, compile it and check how it will be rendered in the game. And other stuff.
