The bots get stuck on the hole in the wall t side spawn. I fixed the navigation mesh, now the bots pass through, as you can see in the screenshots. I also make sure the bots don't stuck elsewhere, nav mesh is connected and the boxes are jump able.

The nav mesh on the long hall does exist, but was not visible. It was under the ground. I raised it all up.
This path where the yellow rectangle is was also disconnected. That is the reason why the bots never run this way.
