does the north/south bridges of the motherboard have to be the same as the chipset in the PCI-E graphics card (ATI to ATI, nVidia to nVidia) or can they be different?
Certainly not. They're as completely unrelated as a any parts computer can be.

Last time I checked, DDR2 was a bad move for gaming.

I've seen proper ATI X800s for significantly less than ?200. I mean, look at this. I don't know whether "XT" is a good thing for an nVidia card, but any 6800 for ?120 has gotta be good.

Dunno where you're looking to find such expensive stuff...

I have an overclocked Athlon XP 2400+, and a slightly broken RADEON 9800, and I can run HL2 acceptably at high details at 1280x1024.
