He set it up so he would survive Black Mesa and got him out of Black Mesa alive, when his assignment was done (fragz0r nihilanth) - the Xenians were free and the combines grip of xen vapoured.
He was put in a time-freeze-thingy by the gman and wakes up in HL2 to complete his 2nd assignment, fragz0r breen to weaken the combines' grip of earth.
I don't think he's some kind of god... He might've mastered the skill of teleportation and timetravel(freezing), but that'd be it.
