The submission system usually works. I've had it since mid 2004, and I've submitted quite alot.
You just have to love Last.fm. It's a superb way of finding new music you like. The "Preview"-function using Last.fm radio is smooth as butter and ingenious - I've already "bought" several new albums. Just going through the top charts is lots of fun.

meh, i write music, but i don't its good enough to be on radio yet
edit: ok it's not that kind of radio stuff, but still my music sucks atm. I don't think i'll join, since my bandwidth blows and i listen to shoutcast.

Download the plugin for whatever player you use. Install it and activate it. Go to the settings, put in your last.fm details and voila, done. Everytime you play a song it uploads the title to its database.
