ok first of all is there a difference between normal decals eg. the "die freeman" sign, And texture decals eg. A windowsill texture?
I add "texture decals" and they dont show up. the normal decals do
this is probly confusing but i need help

Normal textures won't work as decals. Instead, you can make a thin brush and put your normal texture on that. There is a fantastic tutorial on decals here at TWHL.
