I need help. One time I opened up a dedicated server for a while just to see what it was like. It opened up a tannish colored window with bunches of options like banning and player lists and the current map and server name etc. Now every time I try to open up a dedicated server it just opens up the console in a DOS window and stops after saying adding master server 3 times. Is there supposed to be more or is that the whole server? sorry this is so long.

I may be runnung a different version of HLDS, but mine has tabs across the top. What you described is the console tab which lets you issue console commands, and that's all it will say until someone joins or you type a command. Did you modify the shortcut with config options? That could make it jump past the options menu.

Trust me I run a dedicated server for my clan, it is supossed to be a dos window. NO MATTER WHAT! HLDS is a dos style window. It is supossed to stop saying adding master server after 3 times. It takes a little while to boot up so give it some time. For the last time ITS SUPOSSED TO BE A DOS SCREEN AND NOTHING ELSE!!! I RUN 2/47 CS SERVER LOL

Well then why wont it come up on the list? I filter out the level it's on and it just sits there trying to update my server untill the time limit runs out.

change the port number from 27015 to 27016 if you can that will allow you to join the server from you computer (thats what you can do with steam anyway)

As Black Cat mentioned, you will need to run the server on a different port than you join from... but I can't think of any reason to start a dedicated server if you're going to play on the same computer. If you really feel the need, this thread has some good links.
