I tried to create water behind a glass wall but i only see the surface of the water. Also when making water rise only the top moves. It looks kind of stupid. Is it possible to even create that correctly?

Make the water one unit away from the glass, maybe?

take a bleu texture and give it a func ilusionary effect and a small water brush at top, the only way

A world brush covered with a water texture (those starting with a !) does the job. Personally I find this sort of water very ugly so I'd say a func_illusionary would give a better effect.

Whatever texture that looks good. After all, it all comes down to what the player sees, not to what exact entity or texture you used.

i've just been thinking about this and i also have a tunnel running under a massive tank, only the way the water is it just doesn't look like the water is there its prity bad, would be nice to have it make a fog effect or somththing in just the water area but i guess theres no way or doing that....
