My CS:S shows this error when ever I start it "connection failed after 4 retries" It shows that even when steam is in offline mode. What is it trying to connect to anyway?

It's trying to connect to a server - Steam needs to be in online mode to play multiplayer games.

But it says you can play it in offline mode and im not trying to connect to another game im trying to create my own.

Well, you should be able to play HL2SP and other single-player games in offline mode - but you need online mode on to create a server - it will need to connect to the SteamAuth servers and the VAC system.

Yeah my hl2sp works fine just css dosnt.
What about a css lan game, how do you set those up?

You can start a game with 'create game' and set sv_lan 1 in the console, or make a dedicated server with the lan option.
