WON, standing for "World Opponent Network", was an online gaming system developed by Sierra (the publishers of HL). Internet HL/HL-mod players had their CD-keys authenticated by WON servers when they played before VALVe shut down the WON system in summer 2004 and replaced it with the Steam system.
"WON HL" is often referred to by HLers. In this case they are simply referring to the original form of Half-Life before Steam was introduced, both single- and multi-player game playing.
