Weird but it made my day. Bandwidth reached 100% at around 4pm and it's currently 10:01pm. SO far, internet hasn't slowed down to the crawling 7kb/s I usually get when capped. And the better news for me is that since today is the 31st, my bandwidth get's refreshed tomorrow. :D

Some ISPs cap the bandwidth at midnight each day, so you should download your heart out on the last day of the month!

Some ISPs also cap bandwidth when they detect bitorrent sharing on your end. The cap only applies to the uploading, not the downloading of torrent files. In the U.S., the one big ISP that started this trend was Comcast.
