Alright, so I need a new graphics card. It has to have the following minimum:
Goes up to 1920x1080, gets good performance in modern games at half that (the only other 16:9 resolution available in both games and my monitor)
*DirectX 9 compatible
*Pixel Shader 2.0b
*512MB card
*PCI Express 2.0 support
Now here comes the bad part: I have a maximum budget of $140, including added tax. And paying the full $140 would leave me broke. I also can't buy online.
Any suggestions? And has ATI gotten their stuff together with OpenGL so I could run Hammer 3.5 with one of their cards?

I got a ASUS EAH4650 for 100$, Pixel shader 3.0, Directx 10.1, 1GB VRAM. Ran most games fine. Don't have it anymore but that's the best I can suggest for a budget of 140$.

I would suggest that you get an Nvidia card. Check online for the best prices and then add about 20% for the retail price.

Any suggestions on which Nvidia cards don't put out much heat? I had a GTS 250, but as you can see, it didn't last much longer than a year.

GForce 9800GTX should be cheap, and is very good for the money.

Wait a bit and find a way to buy from eBay through a friend or somehow. For less than $140 you can get GTX 560ti. You can even find GTX 580 for ~$150.

I heard TI is very good, plus has water cooling.
